Can I check backlinks for any domain, including competitors?

Yes. The endpoints take any domain, subdomain or URL. No site verification is needed.

How many rows can I fetch?

What it returns

The link profile, summarised and row by row.

The summary returns referring domains, backlinks, rank, dofollow share and the 30-day new and lost counts for any domain or URL. The list endpoint returns the rows behind it: backlinks, referring domains, anchors, and new or lost links, up to 1,000 rows per request.

Any target. A domain, a subdomain or a single URL, yours or anyone else's.
Filters and a cursor. Filter the rows and page through large profiles with a cursor, 1,000 rows at a time.
New and lost. The summary carries 30-day new and lost counts; the list returns the new or lost links themselves.
